Dallas was born in Bonham, Texas September 11, 1896 to Julian Cramer Biggers & Nora Grimes Biggers. He was one of 12 children.

Dallas attended the University of Texas in Austin, earning an L.L.B. in 1920 and was admitted to the Texas Bar in 1920. After graduating from Law school he moved to Dallas, Texas to begin his law career. Dallas founded the Law Firm Biggers, Baker, Lloyd & Carver in 1923. His firm practiced business, real estate, estate & probate, and general civil law. He and his firm came to represent clients such as Armco Industrial Credit Corp., Commercial Credit Companies, American Machine & Founder Co., General Electric, Co., Oil States Rubber Co., Long Mile Rubber Corp., Allis Chalmers Mfg. Co., General Motors Acceptance Corp., Commercial Title & Abstract Co., Commonwealth Land Title Insurance Co., Columbia Broadcasting System, Cessna Finance Corp., Deutz-Allis Financial Corp., and the Salvation Army, to name a few. Dallas began a family tradition on practicing law that has continued for nearly a century.

Dallas was a member of the Texas Bar Association, Dallas Bar Association and American Bar Association. Dallas was also a member of the Dallas Country Club, a past President and charter member of the Dallas Executive Association.

Dallas met and married his wife, Virginia Miles Biggers, in University Park, Texas, where they lived thereafter. They had two children, John C. Biggers and Susan Biggers Adams and eventually many grandchildren. Dallas and Virginia were longtime members of Highland Park United Methodist Church.
