Mr. Blaugrund has an extensive background in labor, employment and administrative law. He served within State government from 1977-1980 in a number of posts, including as the Executive Director of the State Personnel Board of Review. Although in private practice since 1980, Mr. Blaugrund has served for twenty years as Special Counsel to the Ohio Attorney General and as a Hearing Examiner for the State of Ohio Motor Vehicle Dealer Board.

Mr. Blaugrund represents public-sector agencies and private employers. He has represented most of Ohio’s eighty-eight (88) counties, many Ohio and Pennsylvania cities, and many State agencies and private businesses. Mr. Blaugrund has negotiated hundreds of labor agreements and represented employers in all facets of collective bargaining, union avoidance, arbitration and mediation of grievances and bargaining dispute resolution.

Since 1984 he and his firm have served as legal counsel for the Ohio Association of County Boards Serving People with Disabilities. The firm also represents a number of other trade associations. His practice includes all facets of employment and labor law, including but not limited to: labor negotiations, fact finding, conciliation and grievance arbitration, policy development, union avoidance, defending employers in union representation campaigns, assistance with disciplinary actions, civil service matters, defense of discrimination claims, defense of unfair labor practice claims and administrative proceedings before the State Employment Relations Board, the State Personnel Board of Review and the National Labor Relations Board.

Mr. Blaugrund helped draft Ohio’s Commercial Drivers License legislation, the original Chapter 124 of the Ohio Administrative Code, and numerous changes to the law and regulations which govern the Ohio developmental disabilty service delivery system. He is a frequent lecturer on labor, employment, and developmental disabilities issues.
