Richard focuses his practice in the areas of land use and zoning, including the representation of various planning and zoning boards in Passaic, Morris and Sussex counties in the Superior Court, Law Division and Appellate Division. He also represents developers in regard to land development applications before local planning and zoning boards, and in litigation matters at the trial court and appellate levels. In addition, Richard serves as Special Counsel to various municipalities.

Richard also has a law enforcement background, having served as a police officer for the City of Paterson and as state investigator with the New Jersey Attorney General’s Office, Division of Criminal Justice.
