John S. Marwell’s practice includes litigation, administrative, and transactional work. Mr. Marwell counsels clients with commercial and real estate interests in issues of property law and real estate development, including state environmental review, land use and zoning law, and municipal regulations. He regularly represents clients before legislative, planning and zoning boards, obtaining environmental and land-use approvals for residential, commercial and adaptive reuse development projects through both administrative and litigation processes throughout the region.

Mr. Marwell has successfully represented clients in opposing proposed municipal rezoning initiatives and defending against zoning violation accusations and litigation challenging approvals and rezoning. Mr. Marwell has also been in the forefront of issues surrounding the development of affordable housing in the region.

He litigates in the State courts, including having served successfully as lead counsel in several cases of statewide significance and national interest, from the trial court to the highest appellate courts.

Mr. Marwell has had the honor of serving as a Vice President of the New York State Bar Association and as a member of its Executive Committee from 2007- 2011, and in its House of Delegates since 2003. He is a past president of the Westchester County Bar Association and the Westchester County Bar Foundation. He lectures on litigation, professional ethics, land use and zoning, property rights and environmental law matters at bar associations and other professional conferences.
