Advising clients on compliance in a broad range of areas, including universal service, regulatory and licensing, data protection, consumer protection, and telemarketing practices.Commenting on proposed federal and state legislation and rulemaking proceedings, including proposals to amend the Communications Act, the FTC Act, FCC rules, and amendments to telecommunications laws and regulations in certain foreign jurisdictions.Advising undersea cable system operators on regulations, policies, and licensing matters.Successfully negotiating pole attachment, public rights-of-way, and conduit occupancy use agreements, and resolving disputes under these agreements.

Enforcement & Litigation

Assisting providers facing USAC audits of contributions to and support received from the federal Universal Service Fund.Successfully resolving FCC enforcement inquiries and investigations.Assisting in federal and state litigation involving disputes with municipal entities over compensation for use of public rights-of-ways.Advising and representing U.S. sellers and foreign purchasers of critical infrastructure businesses to obtain investment clearances from the Committee on Foreign Investment in the United States ("CFIUS").

Spectrum Policy & Licensing – Domestic and International

Advising and assisting clients on obtaining international and domestic spectrum allocations and assignments; proposals for band-sharing between terrestrial and satellite operations, including negotiations among private parties and the FCC and agencies represented by the NTIA.Advising company implementing global ground segment of the next generation polar-orbiting weather and environmental satellite system on acquiring landing rights in certain foreign jurisdictions.Representing service providers, infrastructure owners, and investors in negotiation security agreements with the "Team Telecom" agencies – DOJ, DOD, DHS, and the FBI.

Mr. Sifers received his law degree from the Indiana University Maurer School of Law, where he was the Editor-in-Chief of the Federal Communications Law Journal. Mr. Sifers received his Masters in Public Policy and Administration from the University of Missouri-St. Louis, with honors. Mr. Sifers received his B.S. in Business Administration from the University of Missouri-Columbia.
